County Of Arlington that the county code required tow truck driver, not premises owner, operator, lessee, or authorized agent of entity in control of premises from which vehicle was towed, to notify police department of towing, given that code provided that notice of towing had to be given before vehicle was removed from premises by tow truck service to police department, and ordinary meaning of notice requirement in conjunction with penalty provision for failure to provide such notice, clearly created obligation on part of tow truck operator to call in tow.
