“Prosecutions of motorists in justice courts of town for noncompliance with signs authorized by state traffic commission on state roads outside cities and villages were improperly based on provision of Vehicle and Traffic Law, requiring compliance with road signs and markings, after enactment of superseding statute creating state traffic commission with power to adopt rules regulating traffic on all such roads, so that fines imposed therein belong to state, not town”.
