In  Phillips v. Com. , 25 Va.App. 144, 487 S.E.2d 235 Va.App.,(1997),  the court observed that,  “purpose of statute which provides limited exemptions from criminal prosecution for specified violations of traffic regulations by police officers is to give some leniency to drivers of police, fire, and ambulance vehicles in certain emergency situations.”
