In U.S. v. Washington ,439 F.Supp.2d 589 E.D.Va.,(2006),  The District Court,  held that, “ police officer’s observance of cracked windshield on defendant’s vehicle provided reasonable suspicion to support traffic stop of vehicle.”  In the same case court observed that, “ a law enforcement officer cannot lawfully extend a vehicle stop once the applicable traffic citations have been issued, unless the officer has reasonable suspicion to believe that additional criminal activity is afoot.”
